LedgerSMB 1.3.13 released, includes important fixes

Hi all;

LedgerSMB 1.3.13 has been released. The 1.3 branch brings real
security and significant scalability improvements to LedgerSMB, as
well as adding functions such as separation of duties.

It includes important fixes to the backup routines which appear to
cause corrupted backups in some circumstances, and also important
fixes to cash reconciliation when doing so in a foreign currency. It
also includes a number of improvements to the demo quotation template,
better storage of information in timecards, and more. Many thanks to
Erik Huelsman, Havard Sorli, Michael Richardson, and Steven Marshall
for reporting the bugs that were listed here. Erik also contributed
fixes to this release.

Please see the changelog below for more information.

Best Wishes,
Chris Travers
