If you'd like the latest version from CPAN I've build RPMs (src and
noarch) of 0.9. Just need a place to upload or send it to. They
probably should be tested by someone else in case any (my) system
specific gotchas sneaked in.

Can you submit a updated .spec file to rpmforge ?
Then we all get a build for all architectures, from a clean build environment.

I think this is the correct .spec file:
https://github.com/repoforge/rpms/blob/master/specs/perl-Config-Std/perl-Config-Std.spec

Actually no. It is for version 0.0.4

Fork it, update it and submit a new version with a pull request.

Did and it was an interesting process ... My last work was using subversion and that was five years ago.

Read: "For Contributors"

The git repo for development:
https://github.com/n1vux/Config-Std-Perl

I ended up having to fork the whole RepoForge -- rpms. There was no spec file to be found in the above project.

Just completed the Pull Request a few minutes ago. So we'll see what happens next.
