check your db server's logs.

In the mean time update the acs column to an empty string and see if
that gets you going and buys time to troubleshoot.

I checked the db server's logs.  They were empty.  I manually emptied the acs field and I could access all of the menus that I want.  I tried to adjust a single item on the access list.  I saved it and looked back at the acs for this user and a whole bunch of them had changed.  In fact, it changed back to the acs that I had prior to manually changing it.

I'm thinking about reinstalling.

Best,
Mark
