LedgerSMB 1.3.22-rc1 out

Hi all;

In response to a couple if issues found and corrected, and more issues
found and corrected as test blindspots were discovered, we have
released 1.3.22-rc1 on an expedited schedule.  Please feel free to
download and test.  Among other things, I have added a shell script
for setting up and running make test prior to release.  This script
tells the test harness to create a database and run all stored
procedure tests on that database.  Hopefully this should prevent
similar problems from occurring (the test harness also checks for
ROLLBACK responses in dblog except for those found when running
Fixes.sql since schema changes can't be run multiple times without
rolling back there).
