Announcing 1.3 Milestone 3

We are pleased to announce the release of LedgerSMB 1.3.0 Milestone 3.

THIS IS NOT A PRODUCTION RELEASE.

In the steady march towards 1.3, we have released a new milestone release,  This release includes:
1)  New reconciliation framework which makes it possible to reconcile accounts with hundreds or even thousands of transactions per month.

2)  New user management framework.
3)  Beginnings of 1099/tax form support
4)  Changes in the GL interface designed to accommodate hundreds of entries in the chart of accounts.

This is a major step towards 1.3.
